Alright, here are a few more:
1) Give the first three or so people who get the required points (150) a custom rank forever. If you give everybody who does it one, that'd look awful, but if you give three permanently, that might really be something I'd aim for, and would encourage people to get points as fast as possible to get the 3 spots.
2) Make the contest board more available to all users. Don't limit it to designing. Not everybody has the ability to design, and some people probably want to compete but can't because they are incapable. Do general contests. Coding contests. Trivia games, whatever. The possibilities are so unlimited as opposed to narrowing it down to one category of contests.
2a) If you make it broader. Make a contests suggestion thread. Even if it's just designing, still make a thread. Have those who give a good idea in that thread get like 20 points, perhaps. Encourage people to make the contests board better by giving their input. Reward good ideas for that board.
2b) If you don't make a suggestion thread, and you do eventually make the contests board broader, here are some of my ideas:
Guess That Picture (small cutout of a picture, users guess what it is)
Scavenger Hunt
Writing Competition (categories can be fiction, non-fiction, humor, etc.)
Maybe when the forum is larger, an award ceremony (best _____)
Caption Contest
Coding Contest
Skin Contest (which can work for the designers board... design a forum, you can use codes from databases, but best design wins)
