Border Around Forum

Well this code is from California and it basically puts a border around the forum with the images use, however the problem I have is that the one part under the ads code is optional so I don't add it in yet it still puts it under the ads, I would like the top to be where the banner is and the middle part to repeat under the ads so I can put my menu buttons right underneath the top image.

The first thing I would recommend is move the code above all your other codes. It looks like you have several welcome table codes above and they may be conflicting.

Well I want the menu bar underneath the top and also want the ads in there too underneath the menu buttons...i basically want it surrounding everything even if there was banner there..
