Tools as in the brush, smudge, marquee, and crop tools.
I hate how so many people overuse the dodge/burn tools. There's times to use it but most use it to highlight or darken colors. The thing is, that the tool changes the actual tone of the color in addition to darkening/lightening. Pet peeve sorta. And the smudge tool is just overused.

I would have to agree with brushes, even though I whore them out as much as the next guy. I've been trying to do more with vector graphics and I haven't really used any brushes since I've been designing layouts or designs recently.

Brush and smudge tools definitely. Also, I find the cut tool very annoying since I never use it and I don't know of any other people that use it..

Blur tool.
Smudge tool is alright with me, but Blur just makes things worse. D:
