I'm looking for some feedback, tips here and there, etc...
Yes, i have done some research but will have to see where it gets me.
First I have photoshop v7. Is that enough to cut for making graphics? (i'm talking skins wise) or should i upgrade. If i should upgrade then to what?
I have plans to bring back an older site (hopefully) and for now looks like i'm going to be the one doing the graphics.
So i would like some tips and on dos and dont's. Where should i start., etc...
Anything will help. I do have some tuts but i perfer feedback from the person.
Thanks in Advance.

well, if you meant the skin that just think of what color scheme you'd like first. And then just make a few runs in that direction coloring the boards and the background. Once you have that color base I'd suggest you to begin with the icons and the banner. If you want a background image leave that until the end, that's my opinion.

i would say start with a concept image, working fromt he top down... soooo like... work on the banner and just move on down.
nothing functional... just a single image... that way you have something to start with.. and can build from =)
and if you don't like it as you're making it... then it's not so hard to get rid of.. lol

Start with the colors first. Most important part.
